Since last Fridays tragic homicide of Austin Ramos Jr., the men and women of the Beloit Police Department have been working tirelessly on this case and have enlisted the assistance of federal partners and other law enforcement agencies in the region.
As a result of investigative efforts, which included reviewing video and interviewing citizens coupled with the support of the community, a person of interest was arrested yesterday, 1/26/16 in McHenry Co., IL.
Isaac William Torres, h/m who turns 24 today, was arrested on an outstanding felony warrant for Substantial Battery as a result of his actions on October 19, 2015 at 2959 Milwaukee Rd in Beloit. The warrant for Mr. Torres was issued on November 13, 2015. He is a person of interest in the homicide investigation and we will continue to vigorously investigate his involvement. His extradition to Wisconsin is underway.
Subsequent to this arrest, BPD is looking for two other persons of interest and a vehicle in this case:

Felony warrant substantial battery
Felony warrant Child Abuse
Felony warrant Fleeing
Federal warrant: UFAP
Sergio Ortiz-Raygoza, h/m, 23, Also known as: Checko
Felony warrant weapons offense Rockford, IL
GMC Jimmy, red, possibly S10
Both federal and state law enforcement are seeking Salazar-Moto and Ortiz-Raygoza,
