Convicted sex offender charged with 1st degree sexual assault of a child

Vincent V Judd Rapp, 24 of Racine has been charged with 1st Degree Child Sex Assault – Sexual Contact with Person under Age of 13. He is being held on $75,000 cash bond.
Online records also show him being a convicted sex offender in Kentucky. He was convicted of 4 counts of SEXUAL ABUSE 3RD DEGREE (Todd County). The ages of the victims were [5 y/o], [9 y/o], [10 y/o], [12 y/o], and according to Kentucky State Police online records was placed on the sex offender registry in Kentucky for 20 years. According to the criminal complaint on February 20,2016 the Racine Police Department investigated an allegation of a sexual assault to a child under 13. The mother of the victim told officers that the 7 year old victim told her that the defendant had touched her “down there” at a relatives house. Officers spoke with the relative who advised that before she even knew of the incident the defendant stated to her “If you sister calls and says I did something to her daughter, tell her I didn’t”. The relative became concerned and upset and asked the defendant to explain but he didn’t.
