Couple charged with mistreatment of animals

courtHeather D. Jensen, 33, of Racine and Terry S. Bogard, 64, Racine, have been charged with  26 counts of misdemeanor mistreating animals. They made their initial appearance Monday afternoon in Racine Circuit Court. Their pretrial conference is October 13,2016 . They were given a $5,000 signature bond

According to the criminal complaint, on September 9, 2016, Racine Police reference an animal complaint met with Racine CSO officers, members of the Wisconsin Humane Society and personnel with the Racine Health Department to remove dogs from a private home in the 1400 block of Harmony.

Officers noted that due to the living conditions for the dogs and the home itself the animals were removed and the home wasn’t habitable.  Many of the cages appeared to be too small to allow the dogs to move freely within them and. the cages were all stacked on top of each other, two cages high., according to the criminal complaint

According to the criminal complaint, the officer saw large amounts of dog food on the floor near the cages and several bowls flipped over,but did not see any water bowls,the floors were covered in a thick coat of dog fur, the officer also smelled a strong odor of urine

The couple was cooperative and assisted in removing the dogs from the home. 24 dogs that the couple had in their possession were removed and transported to the Wisconsin Humane Society and 2 dogs belonging to the couple were turned over to family members.
