Man charged with felony hit and run after December 22, 2015 accident


police lights Nicholas J Starks, 33 of Racine has been charged with felony Hit and Run-Involve Injury, and Operating While Revoked (Rev due to alc/contr subst/refusal). He appeared in Racine Circuit Court Thursday afternoon and has an Adjourned initial appearance at 02-25-2016 so he could obtain counsel.

According to the criminal complaint on December 22, 2015 Mount Pleasant Police responded to a call for a child being struck at Washington and Oakes Road. Upon arrival officers found the victim laying down on a hill. The victim stated that he had been struck by an older model teal or light blue vehicle. The victim gave a description of the driver and stated that the driver got out and checked on the victim and fled the scene. There were skid marks of 20 feet where the offending vehicle slowed down before hitting the victim

On December 23,2015 Mount Pleasant Police were contacted by witnesses who stated that they knew who the driver of the vehicle was that struck the victim. Two witnesses stated that they had just gotten off from work when they witnessed the accident and the defendant striking the victim. They recognized the defendant after he got out of his vehicle after the accident and checked on the victim, the complaint states.

According to the complaint, Mount Pleasant Police interview the defendant who stated that he saw the kid get hit, and fly off the side of the road, he stated that he stopped to check on the victim because no one else was stopping but left the scene because he didn’t have a license. When police told the defendant that witnesses saw him hit the victim he stated that he didn’t and police could go look his vehicle. When officers responded to the defendants vehicle, there was visible damage to the front driver’s side amber lights, scuff marks and a small dent in the same area.
