Subject: Sex Offender Release
The Racine Police Department has been working with the Department of Corrections-Probation and Parole Office regarding the anticipated release of MARTIN C. BURNS (M/B DOB 01/15/1957) to the community. Burns will be released on Tuesday, 6/28/2016. Upon release he will be taken to the Racine Police Department for a face-to-face registration.
Burns has no permanent residence at this time. He will be staying temporarily at 1352 Washington Ave. Burns will be a lifetime sex offender registrant and will also be on GPS monitoring in Wisconsin until 2057. If he violates the terms of his lifetime registry or GPS conditions, he will be taken back into custody.
Burns’ convictions were in 1975 and 1983 for attempted rape, several counts of sexual assault, several counts of kidnapping, and robbery. These offenses were against adult females that he did not know. We want to make sure that the community remains vigilant and ensure they fully understand the seriousness of this offender, especially since he will not have permanent housing upon release. He will be required to have regular contact with his assigned agent, advising them of his locations. This will also be verified through the use of GPS.
Burns is to have no unsupervised contact with minors unless approved by the Department of Corrections, no contact with taverns/bars/liquor stores, no contact with his victims, and he cannot consume alcohol or illegal drugs. Burns is to comply with standard sex offender rules and cooperate with electronic monitoring. Burns is required to have face-to-face contact with law enforcement for registration purposes to comply with all requirements, and is a lifetime registrant of Wisconsin’s Sex Offender Registration Program www.offender.doc.state.wi.us.

This allows for searches by name and zip code, and also allows community members to sign up for email notifications. By signing up for email notifications, citizens will be provided with current residence locations of offenders. Mr. BURNS has served the prison sentence imposed on him by the courts. He is not wanted by the police at this time. This notification is not intended to increase fear; rather it is our belief that an informed public is a safer public. Sex offenders have always lived in our communities; but it wasn’t until Act 440 (June 1997) that law enforcement is now able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Please understand that such abuse could potentially end law enforcement’s ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders derive their power through secrecy.
