Suspect makes initial appearance in 2002 sexual assault

Angel L Cartagena, 39 of Racine has been charged with 2nd Degree Sexual Assault/Use of Force and was given a $75,000 cash bond after making his initial appearance today in Racine Circuit Court after DNA links him to a July 2002 sexual assault. His preliminary hearing is scheduled for May 13, 2015.

According to the criminal complaint on July 27, 2002, Racine Police to St. Mary’s emergency room in reference to a sexual assault. Upon arrival, officers met with victim who stated that she had had been sexually assaulted in the 1300 block of Superior Street in the morning on July 27, 2002. The victim states that as walked through the 1300 block of Superior Street noticed that the suspect was walking behind her quickly. The suspect knocked her to the ground grabbed her head and hit it onto some concrete, causing her to become disoriented. The victim was able to escape  but the suspect chased her,  knocked her to the ground and pulled to the rear of  of a house in the 1300 block of Superior Street and sexually assaulted her.

According to the complaint DNA was collected and sent to the the crime lab and the assailant was entered into the State Crime Lab database.

In October of 2012, the defendant was convicted of Felony Mistreatment of an Animal and was ordered to provide a DNA sample to the State database. In February, 2013, the Wisconsin State Crime Lab reported that the DNA that was recovered from the victim as a result of the sexual assault matched the DNA profile of Angel L. Cartagena. According to the State Crime Lab The calculated frequency of the STR profile of the defendant is rarer than 1 in 7 trillion individuals, which is approximately 1,000 times the world’s population.
