Ivan Ruiz, 29 of Racine has been charged with Child Abuse-Intentionally Cause Harm and Intimidate Witness/Threaten Force, etc among other criminal charges. A warrant has been filed for his arrest.
According to the criminal complaint On Jan. 3, 2014, Racine police responded to Ohio Street for a child abuse complaint . The girl, who was nearly 3 at the time, according to Racine Police had extensive bruising to her entire face. Ruiz, 29, allegedly admitted to a family member that he snapped and hit the girl, and said if anyone called the cops and he gets deported, “he will find a way back into the United States and find them all”.
He was arrested and charge and later released on a $5,000 cash bond. He was also accused of burning his girlfriend’s 11-month-old in the bath. When that incident occurred is not known and documented in the current complaint.
According to the criminal complaint, police went to Ruiz’s residence on Feb. 3, he was gone. Amanda Ibarra Gasca, who authorities state was his girlfriend, was also gone, as were her three children.
Soon after, law enforcement released a missing persons bulletin for Gasca and the three children, ages 10, 8 and almost 2 at the time.
The children according to Racine County have been returned safely to family members in Racine at this time. It us unknown if any additional efforts will be made at this time to have Ivan Ruiz and the mother of the children, returned to the United States.
